To improve the quality of life for all 4-C EDA region citizens by expanding and diversifying the regional economy with increased and enhanced employment opportunities.

Meet Our Board Of Directors
Dave Arnold, Class VI River Runners, Inc.
Dave Arnold is a founding director and the managing director of Class VI River Runners. He is the recipient of several awards including "Entrepreneur of the Year, Who's Who in West Virginia Business and West Virginia Tourism Professional of the Year. Dave received his B.A. in Pre-Med from Miami University.

William H. Baker, President
A Raleigh County board member, Bill Baker is President of the 4-C Economic Development Authority and Executive Director of the Jobs Foundation. He holds a BA Degree from Concord College and a Master's from West Virginia University. Bill served as Superintendent of Schools for over twenty years in Raleigh and Mercer Counties and as Raleigh County Commissioner for six years.
Arden Bayless, Craigsville Public Service District
Arden Bayless is a lifelong resident of Nicholas County and is retired from B. E. Aerospace after a 38 year career. He is on the board of the Craigsville Public Service District and has served as Chairman for 18 years. An avid golfer, Arden is also a member of The Pathfinders, a southern gospel singing group.
Tom Cochran, Raleigh County Memorial Airport
A Raleigh County native, Tom Cochran has an extensive aeronautics background. He is a graduate of the Spartan School of Aeronautics and was employed by TWA Airlines. Tom has served as Raleigh County Airport Manager since 1997 after having retired from a successful management career with the Pittston Company.

Dr. Jo Harris, President Bridgemont Community and Technical College
Dr. Jo Harris has been a WVU Tech employee since 1975. During her tenure, she has served as an Office Administration Department faculty member and department chair, Interim Provost and Provost. In 2004, Dr. Harris was appointed as the President of the Community and Technical College. She has served on multiple institutional committees and professional associations, and played an instrumental role in several program awards and recognition.
Dr. Harris holds a BS in Business Education from Concord College, an MS in Vocational-Technical Education from Marshall University, and an Ed.D in Educational Administration from West Virginia University. She has conducted research; presented at national and state conferences; successfully authored or co-authored grant awards; and published several articles.
Dr. Harris resides in Glen Ferris with her husband, Carl. They are the parents of Vanessa of Glen Ferris and Valerie Raupp of Charleston and grandparents of Jenna Mackenzie Raupp.

John Humphrey, Raleigh County Commissioner
John Humphrey is a native of Raleigh County and is serving his third term as County Commissioner. He is an entrepreneur having started several successful businesses in Beckley. His first venture began when he was 17 years old. He is community minded and serves on various boards in the area.
Larry K. Meador, Mountaineer Gas
Larry Meador is a Summers County representative. He holds an electrical engineering degree from West Virginia Institute of Technology and attended Penn State University's international program for Executive Management in Human Resources. He is Gas Operations Manager for Mountaineer Gas Service and a certified Professional in Human Resources. Larry was elected to the Hinton City Countil in 1983 and continues to serve today. He is a board member and former Chairman of the Board of Trustees of Appalachian Regional Healthcare, a nine hospital system located in WV and KY.
Robert R. "Rob" Rappold, Acordia Mid-Atlantic
A Raleigh County representative, Rob Rappold is a graduate of Morris Harvey College. He is Assistant Vice President of Acordia Mid-Atlantic and has served as a member of Beckley Common Council since 1989. Rob is an active member of the community having served on the boards of Beckley Area Foundation, Mountain State University, United Way of Raleigh County and Raleigh County Red Cross.
Robert Shafer, Shafer Insurance Agency
Robert Shafer is an active businessman in Nicholas County. After ten years of active duty service in the U.S. Marine Corps, he opened Shafer Insurance Agency in Summersville. As a community leader he serveson the board of directors for Nicholas County Action Partnership and Seneca Health Services. He's been married for 22 years to Shauna and has two daughters, Shannon and Shealynn.

Matthew Wender, Fayette County Commissioner
Commissioner Wender is the public sector representative for Fayette County. He is a CPA who holds a Bachelor's Degree in Business Administration and an MBA from West Virginia University. Matt is Investment Manager for West Virginia Jobs Investment Trust, a venture capital fund.
